I'm going to have to go with the Billing Item and Recurring Plan. Those just seem like the most logical choices for creating recurring fees in the BRIM solution.
The Billing Plan seems like it could be a reasonable answer, but I'm not sure if it's specifically for creating recurring fees. Maybe it's more for setting up the overall billing structure.
I'm not so sure about the Recurring Rate option. That sounds more like it would be used to set the actual rate of the recurring fee, rather than creating the fee itself.
Hmm, I think the Billing Item and Recurring Plan are the correct answers here. The question is asking about creating recurring fees, and those two options seem like they'd be the best fit.
