I'm going to have to go with the Billing Item and Recurring Plan. Those just seem like the most logical choices for creating recurring fees in the BRIM solution.

I'm not so sure about the Recurring Rate option. That sounds more like it would be used to set the actual rate of the recurring fee, rather than creating the fee itself.
