Ugh, these certification exams are the worst. But if I had to put my money on an answer, I'd go with the 'Explore' phase. It just seems like the logical place for the customer to do some preliminary work before diving into the 'Prepare' phase. Although, let's be honest, I'm just hoping I pass this exam so I can move on to the next one.
