Hmm, I was torn between A and D, but A and B seem like the best combo. The Tooling API is the obvious choice, and the Metadata API can come in handy too.

I was thinking B and C, but A and D make more sense. The Tooling API is designed for this kind of task, and the Developer Console is a classic go-to tool.

A and D, of course! Tooling API and Developer Console are the way to go for executing tests. Metadata and Bulk API are for other things.
