Hmm, I'm leaning towards option A. Enabling the environments in the target org seems like the logical way to allow publishing from the source org.

I'm pretty sure it's option C. Selecting the environment to publish to in the source org and saving the settings should do the trick.

Option D seems to be the correct answer. Allowing inbound changes in the target org is the way to go.
