I think D is the right answer. The Order Summary object has a limit on the number of rollup fields, so that's why Fulfillment Order is not an option.

But if the Order Summary field on Fulfillment Order is a Lookup, then we can't create a Rollup field on it, right?

Option B seems correct. The rollup field should be created on the Fulfillment Order object, not the Order Summary object.
