Campaign Settings sounds familiar, but I don't think that's where we set default elements for emails. It seems more focused on the campaigns themselves.

I think the default Header and Footer would most likely be set up in the Account Settings. That's usually where the global branding and email settings are controlled.

I'm a bit unsure on this one. Could it also be in the Emails Studio Settings? That's where a lot of the email-specific configurations are handled, so it's worth considering that as well.
