I'm going with option C. The users are probably missing the necessary permissions to download the data. Typical IT stuff, if you ask me.

I believe the dashboard was created for internal use and the users only have a view only license.

The issue is definitely the permission set. These users need the 'download data' permission to be able to download the widget.
