Representing best practice is great, but sometimes organizations have unique needs that go beyond generic best practices. PRINCE2 should be more flexible.
Focusing on viability is important, but I don't see how that alone would ensure the specific management needs are met. PRINCE2 needs to be more adaptable.
Mandating training seems like a good way to ensure everyone is on the same page, but I'm not sure that directly addresses the specific needs of an organization.
I think PRINCE2 ensures specific management needs are met by incorporating tailoring. That way, organizations can adapt the framework to their unique requirements.
