I'm not entirely sure, but I remember something about Site Properties being used for static values. Total Stock Quantity seems too dynamic for that.

The key here is understanding where the scaling needs to happen. Since the scaling is for cloud-based resources, the listener should be in the same cloud, not a separate one.
