Powering off all those VMs sounds drastic, but it might be necessary to clear the way for the upgrade. I just hope we don't lose any data in the process!

I feel like enabling DRS could help with the Credential Guard VMs, but I'm not entirely confident that it would solve the issue for the Agent VM.

I think we practiced a similar question where we had to deal with pinned VMs. If I recall correctly, manually migrating the Agent VM might be the right move here.
