Looks like the VM_NAME variable needs to be defined under Application Profile.

I have a vague recollection that user modifiable variables can cause issues, which might point to D being the right answer.

I'm not convinced that storing the intake forms as Key Vault secrets is the right solution. While Key Vault provides strong encryption, there might be better options to manage and access the documents more efficiently. I'll need to explore alternative approaches.
