In addition, there is a Security Policy that prevents categorized Environment: Prod VMs from communicating with categorized Environment: Dev VMs.
A user deployed a VM using a Self-Service Marketplace item which assigned the Environment: Prod category to protect it and secure it, but the VM has no snapshots, even when the Protection Policy has the category Environment: Prod.

I remember something about categories being crucial for policies, so maybe the VM isn't categorized as Protection: Silver?
