I doubt it's D since dropping packets seems too extreme for unmatched criteria. I think it has to be one of the other options.

Hmm, I'm not sure a scheduled scaling policy in option C is the right solution here. That seems too static and won't respond dynamically to changes in user load. I'd lean more towards one of the auto-scaling options.
