I think it's A. Default forwarding class usually sends ICMP to queue 1.

I feel like queue configurations matter a lot, but I can't recall if having no rate set for queue 3 would prevent it from holding packets.

I'm not entirely sure, but I think if the IP-match criteria is wrong, it could definitely cause the traffic to end up in the wrong queue.
