I vaguely recall that minimum latency focuses on the shortest path, but I can't tell if this network design prioritizes that or something else.

This question seems similar to one we practiced where we had to identify the best routing strategy based on cost. I wonder if minimum cost design is the right answer here.

I think I remember that 1+1 protection means having a backup link for every primary link, but I'm not sure if that's what this design supports.
