I'm just going to go with my gut on this one. Routing policies can be a real wild card, but at least I know the protocol has to be configured in the global router context. *crosses fingers*

A routing policy may be required depending on the routing requirements, but I'm not sure if that's always the case. The interface leading to the PE needs to be defined as a protocol neighbor, that's for sure.
Hmm, I'm pretty sure the protocol is configured under the global router context, not the service context. And the routing protocol has to be the same across all CE-PE locations for the VPN. This is a tricky one!
