C sounds right to me. The route reflectors are responsible for exchanging customer routes between autonomous systems, and they would need to do this as labeled IPv4 routes.

Hmm, I'm leaning towards D. Wouldn't the PE routers need to distribute the labeled IPv4 routes to the connected CEs? Otherwise, how would the CEs receive the labeled routes?
