I'm not too familiar with the specifics of the Nokia 7750 SR, but maintaining a different MAC Forwarding Database makes sense to keep the customer services isolated. Option D gets my vote.
Option D seems like the logical choice here. Maintaining a separate MAC Forwarding Database for each VPLS service is the default behavior of the Nokia 7750 SR.
