Fire doesn't push on the structure.

I’m a bit confused, but I guess fire doesn’t exert a physical load like the others, so maybe it’s A?

I feel like I've seen a similar question before, and I think wind forces and earthquake forces definitely apply pressure directly.

I'm not entirely sure, but I remember something about dead loads being the weight of the structure itself, so that can't be it.

I think fire might be the right answer since it doesn't directly push or pull on the structure like the other forces do.
