Whoa, this is a real eye-opener! Sounds like the planning department is trying to streamline the process, but at the expense of public input. That's a big no-no in my book. I'm definitely going to recommend that they make the process more transparent and give the public a real chance to weigh in. I think using the SPA Editor SDK with Server Side Rendering might be the best option since it supports dynamic content and SEO concerns. But I'm not totally sure about how well it integrates with WYSIWYG editors.
