The number of change orders rejected seems like a good place to start. If the change management process is working effectively, we should see fewer rejected changes, which would indicate a more stable environment. But I'm not 100% sure if that's the best option.
I remember we discussed how piloting can really help in establishing that baseline, especially for visibility in the organization. Maybe option A is correct?
