replicated RSI and RS2 (but NOT RS3), who can get up as the new primary?

The configuration comes and in it we see that RS2 has a hidden: true (or a priority: 0, (I don't remember)

I feel like I’ve seen a question where RS2 had hidden: true, which means it wouldn’t be eligible to become primary. So, I think it has to be RS1 that takes over.

I’m a bit confused about the arbiter part. I know it can’t be primary, but does it affect which replica can be elected?

I practiced a similar question where we had to determine which member could become primary after a failover. I think it’s either RS1 or RS2 since RS3 is out of the picture.

I think I remember that RS3 can’t be primary, so it might be hidden or have priority 0, but I’m not sure how that affects the election process.
