D is the answer for sure. The Microsoft 365 Defender portal is the one-stop shop for all your security needs. Keeping User1 off the naughty list is a piece of cake with that tool!

I'd go with the Microsoft 365 admin center. That's where you manage users and their settings, including email limits and restricted entities.
