I'd go with option D and increase the number of gateway scale units. It's a more targeted solution than upgrading the whole virtual WAN.

Upgrading the virtual WAN to the Standard SKU seems like the obvious choice here. That should give us the extra throughput we need without too much hassle.

I'm not sure, but adding an additional VPN gateway could also help increase the throughput.
