I'm not sure if this solution is the most elegant, but it might get the job done. Though, I can't help but wonder if the exam creators are just trying to confuse us with all these options. At the end of the day, I guess we just need to pick the 'best' answer and move on!

Hmm, I'm not convinced that this solution meets the goal. Wouldn't it be better to create a policy initiative that can be assigned directly to the subscriptions? That way, you can manage the policies as a group across all three subscriptions.
