Azure Migrate seems more for moving workloads, not just data.

Not so sure about that, isn't the import/export service more straightforward?

I think Azure Databox is the best option for large data transfers.

I have a vague memory of Azure Site Recovery being used for disaster recovery, so I doubt it would be the right choice for just exporting data.

I think Azure Import/Export service could be a good option since it allows for physical transfer of data, but I need to double-check if it requires much admin effort.

I remember studying Azure Data Box for large data transfers, but I'm not sure if it fits the requirement to minimize network impact.

Okay, I've got this. When you move to the public cloud, you lose direct physical access to the servers and infrastructure. That's what option C is getting at, so I'll go with that.
