I can't believe they're not asking about the ability to create unicorn-themed policies. That would be the real benefit in my mind. But I guess C and F are the way to go.
D is an interesting one, but I don't think it's a direct benefit of the Policy Builder. Reducing the need for XSLT stylesheets might be a secondary effect, but not a primary benefit. I'm sticking with C and F.

Hmm, I'm not sure about B. Enforcing password complexity is more of a security feature, not really a benefit of the Policy Builder tool. I'd go with C and F as the best options here.
