Option B seems a bit too simplistic. I doubt the proxy just checks the packet length to determine if encryption is in use. That seems too easy to bypass.
I think it's option D. The SSL proxy can detect encryption by looking at the destination port number, since SSL/TLS typically uses well-known ports like 443.
