Hmm, I'm not sure about this one. I'm trying to remember where custom actions are usually placed, but I'm a bit confused. I'll have to think this through carefully.
If I recall correctly, non-risk contracts mean the health plan doesn't take on the risk of the service, so I think C makes sense since it transfers responsibility to the providers.
