D is definitely wrong, it can work with public key cryptography too!

I think A is correct because HMAC-MD5 and HMAC-SHA-1 are commonly used hashing protocols in IPSec.

D sounds off to me; I recall that IPSec can work with both symmetric and asymmetric cryptography, so it shouldn't be limited to just secret key cryptography.

Okay, let me think this through. The key is to cover the requirement REQ-SEL-4, which is about testing wrong numbers of bottles. Option C seems to do that by checking the error message, so I think that's the best choice here.
