I'm leaning towards C) key stakeholders. They're the ones with the most at stake and the authority to make the tough decisions. But I could see an argument for the delivery team being involved too, since they're the ones actually building the solution.

The way I see it, the customers are the ones who will ultimately determine if the solution is viable and valuable. So they should have a big say in resolving issues, even if they're not directly responsible.
