Hmm, I'm conflicted on this one. I think B might be the exception since borrowing beyond your ability to repay seems like a surefire way to abuse public debt.

I'm pretty sure the correct answer is C. Not borrowing where corruption is widespread. Seems like the best way to avoid public debt abuse.
