This quiz is a real minefield, but I think I've got it. The answer has to be C - not borrowing where corruption is rampant. That's the only one that doesn't scream 'public debt abuse'!
I'm going with A. Borrowing to finance operating expenditures? That's just asking for trouble. Public debt should be used responsibly, not to fund the government's daily expenses.

Hmm, I'm conflicted on this one. I think B might be the exception since borrowing beyond your ability to repay seems like a surefire way to abuse public debt.
