I'm going with C) 12. It's the most logical answer, unless the company has a 'Budget Leap Year' or something.

Actually, I'm sticking with C) 12. The ILF contains data for 12 monthly budget amount fields and the monthly name field, so that's 12 DETs.

I think it's D) 13 because there's also the ILF itself that needs to be counted as a DET.
