I think the range is just the maximum minus the minimum, but I need to double-check how to find those values from the quartiles given.

I feel like I might confuse the positions of the quartiles. Is it Q1 at n/4 and Q3 at 3n/4? I hope I remember that correctly!

I think the key here is that the legacy billing system is being extended to add a SOAP endpoint. So I'd say Apex REST is the way to go, as it can directly consume the SOAP data.
