When making accessibility accommodations or adjustments for a person using a wheelchair within a workstation, what component of his/her wheelchair use is recommended to be addressed first?

I practiced a question similar to this in class, and I think bathroom access was mentioned as a critical factor, but I can't recall if it was the first thing to consider.
I think I remember that posture and stability are really important for someone in a wheelchair, but I'm not entirely sure if that's the first thing to address.
