Huawei CloudRSE (Recording & Streaming Engine) uses Role-Based Access Control (RBAC). The roles are strictly defined:

System Administrator: Responsible for system-level settings, network configurations, and User Management (creating accounts and assigning roles).

Media Administrator: Responsible for managing the content. This includes Recording management (deleting or moving files), setting permissions for Video watching, and authorizing Video downloads.

Because User Management is a system-level administrative task, it is restricted to the System Administrator role to ensure security and centralize account control.
