This seems like a straightforward question about what would motivate testers. I think I'll go with option B - the testers' contributions being recognized with increased responsibilities.
The management representation letter is meant to reduce audit risk, right? So I'm thinking the answer is A - it reduces the aggregate level of misstatement that could be considered material. I feel pretty confident about that.
