I bet the service providers are really hoping the administrator chooses D. They'd love to see the switches just go down instead of blocking their transit traffic!

D is a bit off-base. Bi-directional forwarding detection is used for fast failure detection, not for controlling routing behavior. That wouldn't help with the transit AS situation.
