D is the right answer. If more than one flow matches, a fault should be raised, and the FaultRules should handle the issue. Executing all matching flows could lead to unexpected results.
I agree with Alyce. If multiple flows match, they should all execute in the defined order. Otherwise, it would be hard to predict the outcome of the API request processing.
I think the correct answer is C. All matching flows should run in order from top to bottom. That's the most logical behavior for conditional flows in a proxy.
