I think I know this one. The OSPF adjacency is in the exchange state, where the routers are exchanging database description packets to negotiate the starting sequence number.
You're right, I'm leaning towards B as the best answer since OP should be consolidated, QR should be equity accounted due to the board control, and ST should be equity accounted since LM doesn't have majority ownership.
I remember that in precedence diagrams, we often discuss the different types of logical dependencies, but I'm not completely sure which ones fit this question.
