I feel like I might confuse it with /tmp, but I think /var is the right answer for persistent data between reboots.

Okay, I think I've got it. The answer is C - a litigation hold on the user's mailbox. That way, even if the user tries to delete the private chats, they'll still be preserved in the mailbox. Sounds like the best way to ensure the chats can't be permanently deleted.
