This question is a real head-scratcher. I'm going to have to go with C) Keep informed, mainly because I'm too lazy to do any of the other options. Plus, keeping stakeholders informed is always a safe bet, right? As long as they don't start asking too many questions, that is.
B) Keep watching is the way to go. You don't want to invest too much time and energy into this stakeholder, but you also don't want to ignore them completely. Just keep an eye on them and be ready to adjust your approach if needed.
D) Keep satisfied seems like the obvious choice here. This stakeholder has both power and interest, so you'd better make sure they're happy or you could be in for some trouble.
I think C) Keep informed is the way to go. You don't want this stakeholder to feel left out in the cold, but you also don't need to bend over backwards to keep them happy. Just give them the necessary information and updates.
