Hmm, I'm not so sure. What if FortiWeb is doing SSL inspection and needs to use its own certs for the secondary HTTPS connection to the server? That could be a valid use case.

I agree with Rima. B and D don't really make sense - FortiWeb wouldn't use its own certs for connections to servers or FortiGate.
