I agree with Gregoria. FortiWeb also uses its own certificates for secondary HTTPS connection to server where it acts as a client.

Hmm, I'm not so sure. What if FortiWeb is doing SSL inspection and needs to use its own certs for the secondary HTTPS connection to the server? That could be a valid use case.
