I'm not sure about statement A, but I think it might be false because two-factor authentication can be enforced with RADIUS on FortiAuthenticator.

I'm pretty sure B and D are the correct answers. RADIUS users can definitely be migrated to LDAP, and FortiAuthenticator only responds to registered RADIUS clients.
