C is definitely one of the reasons. The Core1 and Core2 VDOMs need to be enabled as Management VDOMs to receive the FortiGuard updates. Just enabling the root VDOM is not enough.

I think the answer is B and D. The root VDOM needs to have a VDOM link to the other VDOMs, and it also needs access to a valid public FDN to receive FortiGuard updates.
