I feel like routing protocols being disabled is not the right answer, but I can't remember what exactly happens in conserve mode.

I remember something about proxy-based inspection being disabled in conserve mode, but I can't recall if that's the only thing that happens.

I think when the CPU goes into conserve mode, it might block some traffic, but I'm not entirely sure if that's the main effect.
