Where can the BIG-IP Administrator access this utility?
Based on my experience, I'd say the management port is the way to go. That's usually the go-to for accessing diagnostic tools and utilities on the BIG-IP.
Okay, let me think this through. The question says the BIG-IP appliance is failing to boot, so I'm guessing the console port might be the best option to access the diagnostics.
