D) Bit makes the most sense to me. A frame is associated with the Data Link layer, a datagram with the Network layer, and a segment with the Transport layer.

I think the answer has to be D) Bit. The Physical layer deals with the transmission of raw data, so the smallest unit would be a single bit.
