I vaguely recall that RARP is used for different purposes than the others listed. I think it’s more about network layer functions, not application layer like the others.

I feel like RARP is more about resolving addresses rather than establishing connections, so it makes sense that it wouldn't use TCP. But I could be wrong.

I think I practiced a similar question where we had to identify protocols that use TCP. HTTP, SMTP, and Telnet definitely do, so I guess RARP is the odd one out here.
