I'd say the CISO. They're the one in charge of the company's cybersecurity strategy and implementation. If there's a breach, it's their head on the chopping block, not the CEO's.
Definitely the CEO. They're the one who sets the tone and is ultimately responsible for the company's security posture. The other options are just playing a supporting role.
